Literacy is the infrastructure of every education promise

We talk a great deal about the future of education. Artificial intelligence. Digital learning. Personalisation. Careers. Skills. Inclusion. Lifelong learning. But almost every one of those ambitions depends on something much more fundamental.

Literacy.

Not simply as a school subject. Not simply as the ability to pass an English assessment. But as the infrastructure through which people access almost everything else education is trying to provide.

On 8 September, International Literacy Day marks its 60th anniversary. UNESCO's theme for 2026 - Literacy for people, the planet and prosperity - is deliberately broader than the classroom. It reminds us that literacy is not an isolated educational outcome. It is an enabler of participation.

Literacy sits underneath almost every subject

It is easy to associate literacy primarily with English lessons. But consider what happens elsewhere in the timetable.

A pupil may understand the mathematical concept but misunderstand a word problem. They may know the science but struggle to interpret the command word in an examination question. They may understand a historical event but struggle to extract evidence from a source. They may know what they want to say but struggle to structure it in writing. They may understand a teacher's verbal explanation but find the textbook much harder to access independently.

At that point, literacy is no longer simply an English issue. It becomes an access issue.

The question is not just: “Can this learner read?”

It is: “Can this learner use reading and language to access the learning we are asking them to do?”

That is a much more useful question.

A hidden barrier can look like a subject weakness

This matters because literacy barriers do not always announce themselves clearly.

A learner may conclude, “I’m bad at science.” But perhaps they understand the science and are struggling with the language used to explain it.

They may say, “I can't do maths.” But the difficulty may emerge primarily when mathematics is presented through multi-stage written problems.

They may appear unable to work independently. But perhaps the written instructions require far more interpretation than adults realise.

If we treat every one of those situations as a deficit in subject knowledge, we risk providing more of the wrong support. The distinction matters. Teaching more content cannot solve an access problem if the learner cannot reliably get to that content.

Digital education has not made literacy less important

Some assume technology reduces the importance of traditional literacy. In many ways, the opposite is true.

A learner using an online platform has to navigate instructions, menus, search results and explanations. They need to judge which information is relevant. They need to understand what a question is asking. They increasingly need to evaluate whether information is reliable.

If they use generative AI, they need to formulate useful questions, interpret responses, identify ambiguity and challenge answers that do not make sense. The interface may be new. The underlying requirement to understand and communicate meaning has not disappeared.

Indeed, as education becomes more digital, learners who struggle to interpret language can encounter barriers in more places, not fewer. Technology can certainly help. Text-to-speech, adaptable presentation, translation, accessible interfaces and other tools can make information easier to reach. But technology should expand access to literacy rather than allow us to assume literacy no longer matters.

Literacy affects who can act independently

One of the most important consequences of literacy is independence. A learner who can confidently interpret information has more options. They can investigate something themselves. Read instructions. Compare explanations. Search for information. Check a claim. Complete a form. Understand feedback. Ask a better question. Find another source when the first explanation does not make sense.

Those behaviours matter long after school. They influence how easily someone can navigate further education, employment, public services, contracts, financial information, healthcare information and everyday digital life. That is why literacy is closely connected to agency. The more confidently we can understand the information around us, the more confidently we can make decisions within it.

Access does not mean lowering expectations

There is an important distinction here. Recognising literacy as an access issue does not mean making learning less demanding. It means ensuring the difficulty comes from what we actually want the learner to learn. If we are assessing scientific reasoning, unnecessary language complexity should not become the accidental test. If we want a student to learn a new mathematical concept, difficulty interpreting the task should not prevent us from discovering whether they understand the mathematics. And where subject-specific language genuinely matters, it needs to be taught deliberately, not assumed.

Good support does not remove challenge. It makes the challenge clearer.

Literacy support should not begin only when somebody falls behind

There is another reason to think of literacy as infrastructure. Infrastructure works best when it is designed in from the beginning. We do not normally build a road and then ask whether people can access it. Yet education can sometimes operate that way. A learner struggles. Their performance drops. Concern builds. Additional support is eventually introduced.

Some children and young people will always need more targeted literacy support, and specialist expertise matters. But literacy-aware teaching benefits everyone. Clear instructions. Explicit vocabulary. Opportunities to explain thinking. Checking whether a learner has understood the question as well as the answer. Making important information accessible in more than one form where appropriate.

None of those things requires us to wait for a formal intervention.

Families can see a different part of the picture

Parents also encounter literacy outside formal lessons. They may notice that a child happily discusses a subject but avoids reading about it. That homework takes far longer when instructions are text-heavy. That a learner understands explanations when somebody talks them through but finds independent reading difficult. Or that they are very capable with short digital content but struggle to sustain attention across longer, more complex material.

Those observations can be useful. Not because families should diagnose the difficulty themselves. But because they contribute information that may not be visible from one classroom task or assessment.

Again, the important principle is connection.

  • What does the learner experience?

  • What does the teacher observe?

  • What does their work show?

  • What happens when information is presented differently?

The answer is often more useful than attaching a broad label too quickly.

Future opportunity begins with present access

UNESCO currently estimates that hundreds of millions of adults worldwide still lack basic literacy skills. That is an enormous global challenge. But even in education systems where basic literacy is widely expected, a broader question remains.

How many opportunities are technically available to a learner but practically difficult for them to access?

A course may be available. A digital resource may be free. An AI tool may be powerful. A careers website may contain excellent information. A university may publish detailed guidance. A public service may move online.

But availability is not the same as accessibility.

If the language, structure or assumptions surrounding that opportunity create an unnecessary barrier, its existence alone does not create equal access.

Literacy is not the destination

Describing literacy as foundational risks making it sound basic. It isn't.

Foundations matter because they let us build. Literacy gives learners greater access to mathematics, science, humanities, technology and the arts. It helps them communicate what they know. It helps them question what they read. It enables them to participate more independently in an increasingly information-rich world. And it makes many of the promises we make about personalised learning, digital education and future opportunity possible in the first place.

So perhaps literacy should not be treated as one educational priority competing for attention among many. Perhaps it is better understood as part of the infrastructure underneath them all. Because before we ask whether the future of education is intelligent, personalised or digital, there is a more basic question:

Can every learner meaningfully access it?
